CSpec gold head and pumps

Few questions about the first CSpec with the gold head:

What was the reason for adding the pump to the engine? Is there a fuel delivery problem?

What is the purpose of the return line? I was under the impression that perry pumps are regulating pumps, and hold a constant pressure?
