I believe it lets you test the setup of your servos w/o having to have a servo battery, or larger lipo battery in place. You basically plug that in to your receiver and you're good to go. Well good to go test that is. This way you can ensure that all the steps you've taken setting up the heli and the TX won't waste precious power from your lipo or flight packs.
The manual doesn't do a very good job of explaining anything, but that extra wire is "explained" under DSC or Direct Servo Control.

To use the Direct Servo Control (DSC) feature you need a DSC cord. One end of the DSC cord then plugs into the charge cord on the switch harness, which has to be a deluxe switch or a charge switch. The switch has to have the orange signal wire on it. You then plug the other end of the DSC cord into the DSC/Trainer cord socket on the back of the transmitter and the transmitter will the turn its self on, do not turn on the transmitter switch. You then turn on the receiver switch and the servo will then work with the transmitter with out transmitting a signal. The feature is normally used for doing set up with out transmitting a signal or with the module or crystal out of the transmitter.
