You can build one using a 3 leg 1 Amp 7809 voltage regulator(radio shack usually has them). They assemble pretty quick and very easy with just a couple of components and for low current draw they don't need a heatsink, they are less efficient than the newer switching type regulators, but for just powering your light ropes I don't think you'll see much effect, if any.
