it doesn't have a governor so to speak but because it runs off of the turbine shaft and has a belt reduction system you spool it up to 100% RPM and then fly it with collective controll only it appears to govern headspeed...the ECU will supply fuel to maintain turbine RPM at 100%...but head speed is determined by your gear ratio...not by changing turbine RPM...I believed (been a long time since I had a PHT3) the head speed was 1250 with normal gearing and 1453 with the speed-up gearing installed...

Greg is partially correct the headspeed is governed by the ECU, you can have whatever headspeed you need within reason, turbine speed as Greg said is maintained by the fuel pump, this is not nessesarrily 100%, the max turbine revs are 96000, if you set this in your ecu then you will be running at 100%, if you set your tubine speed at 94000 you will not be running at 100%, it is possible to have different headspeeds by setting different throttle set ups, from the very beginning of the PHT3 I was always advised to run the turbine at its highest speed, and again as Greg said change the external gear ratios to suit your particular needs
