Higher final voltage using a balancer?

When I charge with my TP balancer hooked up I get a higher overall change for the pack.

For both my 4S 2100 packs I get around 16.5 without the balancer and 16.7 with the balancer.

So, is the balancer actively doing something to get the overall change higher or is it fooling the charger itself by somehow lowering the voltage the charger sees?

Yeah,I`ve just finished charging up a ThunderPower 2100 pack using my new balancer.I watched it on and off for the last 80 minutes and if checking the voltage data I was getting a pack voltage off 12.6v and each cell is exactally 4.22v.Put back in 2205mah with perfectly balanced cells.
Does this sound right?
