Gyro Gain and Tail Waggle

I am trying to set the gyro gain on my stock CP. It seems regardless of where I set the gain, I am always encountering some tail waggle when getting it up to speed. At faster speeds it seems less noticable, but will jerk erradicly from time to time.

Could this be a problem with the gyro not getting enough voltage with the stock NiMH pack?

Could this be a bad tail motor already (10-15 packs of flight time with a few crashes)?

Does anyone have a standard procedure they use to step through the tail proportional and gyro gain pot tweaks that they would like to share?

Yes. I replaced the tail motor. That seems to have done the trick.
