Is the tail a driven on or is this an avaliable upgrade?

The tail on the current Swift 16 is not driven. Looks like a driven tail is an option on the upcoming carbon 550 and 620. Not sure if the 16 will be upgradeable or not.

That is rite. The 550 and 620SE will come with the driven tail.
Although a little trick is to program about 15% throttle with the Hold switch. Therefore the model still autos the same due to the one way bearing, but you still get a decent amount of tail control.
