I'd like to run a Sim, but of course, there's nothing worthwhile for the Mac. (which is too bad, as I have a screaming dual G5 tower)
what's the cheapest PC that would work?
A friend of mine can give me a Dell Diminsion 300 w/ a Pentium2 (don't know the speed)
Would it be worth it to upgrade the processor, and video card?

I have a Quad PPC Power Mac and feel your pain. :(
I know that a 300Mhz Windows Box running Windows 98 with a good video card will run G2.
I went out and bought a used AMD 1800 with XP on it for $200 put my old Radion card in it and it runs G3.5 nice and snappy.
If you want my old copy of G2 to try and make work on the older system. Let me know! it will be cheap.

If you upgrade the processor, you will most definitely have to upgrade the board. Upgrade the board, you have to upgrade the RAM since it is most definitely a different pin set. Then you'd have to look at the vid card.
I can't remember what power requirements were on a P2, but if you upgrade, you may also be looking at upgrading the power supply.
All things being equal, the only thing worth keeping from the Dell Dim 300 would be the box (if the power supply is compatible), hard drive and maybe an optical drive.
You would probably be best off purchasing a barebones PC that just has the box, power supply, motherboard and processor. Dump the old hard drive in there, get some RAM for the board and you are off and running. You can probably find some pretty good deals on newegg.com and tigerdirect.com
