Should Duralites Lithium ion Battery be Balanced?

No just plug them into their charger and they are guaranteed to be "right"

The Duralite Lithium Ion batteries have a built in Charge Safe/ Balancer circuit.
As mentioned above you should only use the Duralite charger to charge the packs.
