Can anyone tell me what would cause my cp pro to only go about waist high at full throttle.Battery is fully charged.Would the paddles on the balancer play a part in it ? I have my throttle trim set halfway also.Could the motor be about to go ?

Could be all of those things. Check your retaining pin. Make sure the head isnt sticking. Check blade pitch. Sounds like blade pitch to me.

In addition to Buzzkill, if you have a pitch gauge, unplug the motors, power on the TX and plug in the battery, pitches in idle up should be at 0 at center stick, +11 at full up stick, and -11 at full back stick, also the weights on the flybar will slow down the blades if they're slid all the way out, but it should still climb well, also check to see if your bell mixer screws are too tight (right on the sides of the head), and lastly check main gear/motor mesh....

Make sure your paddles are lined up perfectly flat.

I had this problem recently... took me weeks to figure it out. it turned out to be sticky colective.
