What do you do when your blades are out of track at low throttle but when at WOT they are fine

check the balance of the blades completely. The center of gravity could be off. Finless has a great video on blade balance.

Also check to make sure that both blades are at the exact same tightness in the blade grips.

I run my heli at almost a constant head speed and control by pitch so I've never really tracked my heli at different throttles. I always set the tracking so that in a hover at eye level the blades are completely in track and don't really worry about it after that. I just fly. If you have properly balanced your blades by weight, adjusted the cg's to be the same, then you shouldn't have tracking issues unless you have a slightly bent spindle or main shaft.

So much can affect blade tracking.

ok got another Problem
When i spin up the Heli and have the nose towards me i can see the blades are in track on the left hand side of the "Disk" but are out of track on the right. Any Ideas on whats going on?

I was thinking bent feathering shaft?

Could be bent feathering shaft, posibly bad dampeners, or you might be seeing the result of cyclic input being more on one side than the other.
If you turn thr heli tail in does the split move with the heli.

It Stays on the same side tail in or out.
Since taking another look at it though. I see it is NOT Tracking perfetly on the other side niether. it is Better on one side than the other though.
