I checked and they only list RX crystals. I didnt see them selling TX crystals. And would it matter for the TX if its dual or single? I thought that was only for the receiver? Now im confused.

Have to buy the set from Tower to get the TX crystal.

There is a couple of places that sell separate TX crystals. But it is usually not normal that someone would just want a TX crystal and not a RX crystal to match.
That is why RX crystals are sold solo, it is common for someone to have more than one RX and want it on the same channel as another reciever.

Also in the US its illegal to change channels on your transmitter unless you have the equipment and training to ensure the output tuning is correct.

Transmitter crystals should only be sent in to the manufacturer/or qualified service center to have changed. So they can be tested and tuned to make sure its within spec.
Its reqiured by law to be done by a manufacturer/service center anyways, I believe.

The law requires adaquate training and equipment. If you have a signal generator and SA and the diagrams for the receiver and know how to do it you are fine, there's no formal certification that I know of other than having the ability to ensure they are on frequency.
Oh and if you do it yourself and cause a problem on top of possibly voiding your liability coverage the fine from the FCC is 10 grand per occurance. Makes the 35 dollar tune up sound reasonable :D

Sec. 95.222 (R/C Rule 22) May I make any changes to my R/C station
transmitter?
(a) You must not make or have anyone else make an internal
modification to your R/C transmitter.
(b) Internal modification does not include:
(1) Repair or servicing of an R/C station transmitter (see R/C Rule
21, Sec. 95.221); or
(2) Changing plug-in modules which were certificated as part of your
R/C transmitter.
(c) You must not operate an R/C transmitter which has been modified
by anyone in any way, including modification to operate on unauthorized
frequencies or with illegal power. (See R/C Rules 9 and 10, Sec. Sec.
95.209 and 95.210.)
g) Stations in the 72-76 MHz range are subject to the condition
that inteference will not be caused to the remote control of industrial
equipment operating on the same or adjacent frequencies or to the
reception of television transmissions on Channels 4 and 5. These
frequencies are not afforded any protection from interference due to the
operation of fixed and mobile stations in other services assigned to the
same or adjacent frequencies.
Sec. 95.218 (R/C Rule 18) What are the penalties for violating these
rules?
(a) If the FCC finds that you have willfully or repeatedly violated
the Communications Act or the FCC Rules, you may have to pay as much as
$10,000 for each violation, up to a total of $75,000. (See Section
503(b) of the Communications Act.)
