Cellpro 4s not working...whats wrong???/

Alright, I bit the bullet and got a cellpro 4s for my 3s 2200mah 25c TP lipo. I got the board from fma that allows me to connect that lipo directly to the cellpro. After connecting the cellpro to a power supply from radioshack that has the following specs. 13.8VDC 3-Amp. The cellpro came on for a second but then as soon as I plugged the lipo into the board it cut off. What am I doing wrong? Do I need more amps? What are the Ideal numbers for a power supply and what Is wrong with my cellpro?

forgot to mention that when it came on it kept giving me an error code 4 while it was just sitting there. Once i plugged the lipo in it went off pretty quick...I'm assuming the power supply doesn't have enough power but i dunno, im lost.

I use the same PSU without any issue, so it's unlikely to be that.
Unless there is a problem with the supply, do you have a DVM? to check the supply with. or the serial cable for the Cellpro, either will tell you the input voltage and it's stability

Use the mode select button to go to the next charge mode. You are in A123 charge mode so you get the error code. You need to select 1C for Lipos. I am not sure why it turned off.
