E-flite 3-cell 800mAh Li-Po battery pack ?

I just got my Blade CP Pro out after a few months (3 months) and my packs (2) will not full charge, they kick off the stock eflite charger after a short charge time, then will not run full throttle. Checking one pack with a meter, I get something like 3/7/10 volts in each cell with neg. probe on Batt Neg. Is it in need of a few cycles?

Did you store packs fully charged when you put them away? Good thing!
Did you store packs at 50% Mahr capacity for long term storage? Good Thing!
Did you store packs discharged after your last flight? Bad Thing!
Fully charged voltage is 3.7 volts per cell and needs to be load checked ...... need a load on the cell when checking the voltage. A cell can read 3.7 volts and when a load is put on it, the voltage can drop significantly.

Cycling / balancing would certainly be something to try....but finding someone (LHS) with a good charger / balancer with status readouts would be the safest route!
