What is it and what does it do? Where do the shims go?Are they used to lessen the wiggle of the feather shaftin the head?

Yes they reduce the wobble in the feathering shaft, some wobble is good for stability. Some folks take the dampeners out all together and install bearings instead, makes for a very crisp flying machine. Recommend bearing upgrades only if you are now flying 3D circuits.

I had read some where about putting bearings in the head iinstead of the the oring and dampeners, It sure lifted nicely but it it shook realy bad.

i think you might need to go brushless to use the bearings. the info in the link will tell you
