I had herd that there maybe a problem with the clutch shoe being under sized! So I measured the ID of the bell its 1.656” the shoe OD is 1.626” so
Is this within the specs?

3/100ths of an inch a pretty big gap. Ideally it should be around .012. I replaced my liner with the TT heavy dty liner for the Raptor 90 and the clearance is much better now.

From all the reading I've done it looks like .012 or a .006 gap all the way around is ideal, yours is .030 so I'd call that a pretty big gap although mine was .045". Changing the liner was a really easy thing to do and it gave me peace of mind knowing I'm not going to throw a shoe with limited spares available right now. If it was mine I'd change the liner.

I've just put a new liner in and the gap is .034 - I'm quite happy with that and know it's going to work just fine. If it ain't broke don't FIX it

Just bolted it in and went flying, never checked it, works fine. It may be clearenced more then some but it is nice you can keep it idling high with out heavy dragging like on other models, maybe they planed it to be this way.

The issue is not the clutch shoe itself , it's headspeed , some have set their headspeed too low and with the late engagment of the clutch this caused constant slippage which in turn caused the liner to overheat and delaminate and was thrown , when that happens the clutch shoes spread too far trying to grab something and they break.

if you run 2000 - 2100 HS then you shouldn't have an issue...

if your clutch is still engaging a little too late for your taste then you can try instaling a new Align liner , they are .8 mm thick and installed by machine , if you use JB weld, just put a little extra in the bell when you install the new liner, this will take up some room and help the clutch engage sooner. or you can go to a Hirobo Liner , they are 1mm thick. if you do go to the hirobo liner , be warned that the clutch engages quite early , in fact it drags during idle slightly but if that's what your used to then go for it....
