OS .91 SZ-H Tuning Too Rich

Need a little help please. No matter my needle settings, the engine runs too darn rich. Tried shaking the fuel jug but its the same CP 30% i use in my 600N. Any ideas?

Mainly the high side, but at full lean setting, it is still super rich
