How tight should the hoops be on the balls? Should the hoops be able to turn left and right on the balls pretty easily with little effort or more on the stiff side? Should I be able to flick it back and forth with 1 finger?

Mine are loose. They move easily with no slop.

Yes, you should be able to "flick" them back wit one finger. You should be able to turn all of the links with your finger tip, if they are too tight use a ball link sizing tool to free them up a little. You don't want them too loose, so use the sizing tool little by little, one turn or the tool and check. Do this until they feel free enough so you can turn them on the ball with the tip of your finger.
