TP1010 not discharging

First off, I've got no manual for this one but how hard can it be.

While testing some new packs out, I wanted to see if they really had the capacity quoted. Discharging at 2 amps for 5.5hrs showed 11,000mah out but only a drop to 24.45v. Recharging at this point was finished with only 130mah back in. Obviously, I'm not getting 11,000mah out of the pack.

Any thoughts?
