im looking at a power supply to run a 1010 with 210 balancer to charge a 10S1P 3700 for a logo 14. these are the two im looking at:
Emtel 12V/12.5A Switched Power Supply
http://www.espritmodel.com/index.asp?PageAction=VIEWPROD&ProdID=2700
-and-
Samlex 23 12V/23A Switched Power Supply
http://www.espritmodel.com/index.asp?PageAction=VIEWPROD&ProdID=3480
now would 12.5A be enough to charge a 10S battery or should i go with 23A???

I would consider the 23a as a minimum. I am finally happy after getting an IOTA 55amp power supply. around $150 online so it is more than either of these two that you are looking at.

why do we need so many amps and what is a good number too shoot for amp wise for a power supply to charge 10S?

Because if you want to charge a 10S1P 3700mAh pack at 1C then you need 155.4 watts at peak (10 cells times 4.2v times 3.7amps), if your power supply puts out 12V DC then you're going to need 13 amps of current from it (155.4W divided by 12V), plus headroom for efficiency losses, heat, etc.
a MAAS 40A unit is great, holds 13.8v perfectly no matter what loads. Ive happily charged 2 10s packs at 5A and its fine, wouldnt go for any more.
A 10s pack at 5A draws aprox 16A

so will 23A be enough or should i go for more?

Check these threads for detailed references to a few alternative power supplies at very good prices:

For example this ought to do it:
Ready to go, fully AC cabled with a power switch and DC banana-socket output terminals:
11-18V/30A/540W (AUD$115 delivered) - http://cgi.ebay.com.au/540W-11-18V-30A-ADJ-Switching-Power-Supply-RADIO-CCTV_W0QQitemZ200116187627QQihZ010QQcategoryZ20589 QQcmdZViewItem
23A will be fine, but no more than 1 10S pack at a time, maybe 2 at slower rates like 3A

If you are game to try something different you could have:
10s1p 4100 15c/25c (1100g) for ~$200 - http://www.unitedhobbies.com/UNITEDHOBBIES/store/uh_viewItem.asp?idProduct=4130
10s1p 2300 20c/30c (625g) for ~$100 - http://www.unitedhobbies.com/UNITEDHOBBIES/store/uh_viewItem.asp?idProduct=4475
These packs have some good reviews but can take a while (4 to 8 weeks) to become available and be shipped so you have to be patient. At those prices you could end up with more than one and hence need a PS capable of running two chargers in parallel :dontknow
I hope you give them a try, then you could let the rest of us know how they work out

These are 45 amp supplies. One is a MFJ and the other is a Jetstream.http://www.jetstream-usa.com/jtps45.shtml
I found the Jetstream in a Ham radio shop and the MFJ in a computer and electronic shop. These are expensive but they work very well. $175 to $200.
