Isnt it suppose too? Isnt it driven off the main motor via a tail shaft?

A few things to check, I don't know your experience level so I'll cover a bunch of ideas.

The tail rotor blades should be spinning counter-clockwise and looking at the right side profile view of the heli.

If you have a heading hold gyro(GY-401 or 240 for example), turn the heli on and let the gyro initialize. Once it has initialized, rotate the heli by hand (make sure the motor is disconnected or that throttle hold is on while you do this, please.) When you rotate the heli left, the tail blades should change pitch towards this direction / (look straight on edge at the tip) when you rotate the heli right the tail blades should pitch towards this direction \.

If they are going the wrong way, reverse the servo on the gyro.

Now with that done first, when you push right rudder the tail blades should be pitched like this / . When you push left rudder they should be pitched towards this direction \.

If it's backwards reverse the rudder channel in your radio.

Hope it helps, post some more if it doesn't :)

When I set my zoom up it took a little trial and error. I wasn't sure which way the gyro should go. My zoom was all over the place. Then I got it striaght.
