With the nicads in the transmitter and receiver. It is good to cycle them about every 6 months. If your not flying much, then I would suggest cycling them about every 3 months.

The glow ignitor should not need to be cycled. Usually most people use them till they will not work and then charge them back up.

Sealed lead acid battery will just need charged when it gets low on power.

A charger/discharger ( commonly called a battery cycler) is a device that you can hook the batteries up to and it will cycle the batteries automatically. It will discharge them to a safe low level and then charge them back to capacity. By doing this you can see if the battery is still at the rated capacity on the label.

For example your receiver battery is 1200 mah. You would want that battery to cycle somewhere in the range of 1000 to 1300 mah. If the 1200 mah battery was cycling below 1000 mah on a regular basis, then it is time to replace it.
That is what a battery cycler will allow you to read.
