I cant seem to get my flightpower to charge,,,,,18c 2100 mah..using a dynamite charger and an elictrifly balancer...I tested the voltage on the pack and it is 9.5 and the cells are balanced.the pack has never been in a crash and has only around 6 flights on it. the other flightpower pack charged just fine but this one wont..any Ideas.

I'm assuming its a 3s?
Some Lipo chargers wont charge a lipo if the voltage is too low. You need a charger that has a recovery mode. I dont know anything about the dynamite charger tho. Another way, is to slowly charge it with a normal charger for a little while just enough till you get the voltage high enough so your Lipo charger will accecpt it.
Or just try it for a little while without the balancer. but stay close and watch the pack no matter what you do to try to recover the pack. Its by no means over discharged or damaged, its just some chargers are picky.

How do you charge without the balancer,,,,do i need a special harness to hook it right to the battery

Sorry, I dont know anything about your charger or balancer. From what I have read, you need to charge it a 1C or less till it gets to over 3.2V per cell.
You can use a NiMh charger set to 12v and 2amps (in your case) and hook it up directly to your battery, but only for a little while!!! Then check voltage, if still too low, then charge a lttle more untill your lipoly charger will accept it. If you can use the balancer connected to the balance tabs while using the NiMh/Nicd charger then even better.
Here is some good reading:
