Photoshop Elements will do 90% of what the full blown version will do. ;)

Gimp has been around a long time and is right up there with Photoshop.
You can have it right now, FREE:

I assume you mean panoramic photos for panos. They are basically just wider images... nothing special about working with them. Unless you meant something help aid creating panos from multiple images - then I have no idea.

Lightroom is more like Aperture (http://www.apple.com/aperture/) It really is really not an "editor". For serious editing you need something like PS, Gimp, or PaintShop Pro.
99.9% of my photos are color corrected, cropped and logged in Aperture. But Aperture has an "export to XXX" program for those special need photos, as I am sure Lightroom does.

A free and versatile program is Irfanview - runs on PC only. A fair amount of plugins available for advanced processing. Will also do batch processing, etc.Downloadable - look for version 4.10 or greater.
