The bolts at each end of the beam. They are to screw in or out to balance the beam when nothing is on it.
For example, if one side is lower than the other and the needle is not centered when it is just the balancer. Then screw the bolt out on the high side and screw the low side in if possible. Till the needle is in the center and the beam is level.

The blade is laid across the L shaped brackets to check the span wise CG.
Then to check the balance between both blades. One is mounted on one end of the beam and then the other one is mounted on the other end. This will check the balance between the two blades.

The balancer works OK with up to 550 mm blades. Once they get larger than that, the balancer will tip over when a blade is placed on it. That was my experience with it. I used the Kyosho balancer when I first got into helis back in the early 90's.

Yes that is normal. The arrow indicator is just pressed on to the pivot point of the balancer.
