I just got in 6 new FlightPower 4900's and I put one on the BC8 charger and it reads over 23v's. I was expecting 22.2v's. Is this normal on a new battery and what do you suggest for new batteries? Use them as is and then balance charge or should I discharge and charge again for conditioning?

22.2 volts is the nominal voltage, or 3.7 votls per cell.

Fully charged will be 25.2 volts or 4.2 volts per cell. Storage voltage should be about 3.8 volts per cell or 22.8 volts.

Maximum discharge is 3 volts per cell or 18 volts. But that is the MINIMUM voltage the cells should ever see, and while running the voltage will be lower than the standing voltage, so you need to make sure you never get below 3 volts per cell under load. And I prefer to use a floor of 3.3 volts per cell.
