Can someone explain what governor mode is and when it should be used

I presume you're talking about an ESC governor mode - it's a bit like cruise control in your car - if you set the governor mode at say 75% of full power then when the ESC detects increased load on the motor it ups the throttle to try and maintain a constant motor (and hence HS) - if you set the throttle to 95% say you aren't leaving much power headrooms and so the gov mode won't work so well.
Most ESC have some sort of gov mode - some are notably more successful than others.
A governor on a nitro uses input on headspeed from the flywheel to regulate the throttle servo.
