I have a new Bantam BC6 and a new Align 7.4v Lipo battery that I am trying to charge. During the charging sequence, I get a Low Voltage error when it does a battery check then the buzzer comes on and haults the program.

I measured the battery and it measures 3.89 volts.

I see there is a program parameter called Input Power Low with an adjustable cutoff. I can only adjust the setting from 10v incrementally to 11v but it will not go below 10v. Does this setting need to be below my battery voltage of 3.89V?

This is a new 7.4v battery that came with my Trex 600 CF. Is it likely the battery is bad?

Any help would be greatly appreciated!

Sounds like a bad battery.

Input power is for the 12V source supplying the charger. You can set it so it wont discharge your car battery(or other 12V source) too much.

Your lipo voltage is too low, and the charger recognizes a problem.
You can try to charge as a different type of battery for a few minutes and get the voltage over 6.8V on the pack and it should charge as a lipo.
This is very risky, do NOT attempt inside your house, car, workshop, etc., as the battery may very well puff and burst into flames.
I'm not implying that you should, just stating that it has been done by others.

Make sure your charger is set to charge a 2S battery and not a 3S battery.

Thanks for the insight! ... I have decided to scrap the battery and purchase a new Flightpower rather than risk a fire. Thanks again!
