Ok guys this has me stumped .. I had the same thing setting up my 9Z as well.
I have my Gov set to turn on by switch, and I cant figure out how to get the hold switch to turn it off. I know it can be done but it escapes me at present and the book is really no help.
Thanks in advance.

When you select the hold switch in the tx pick the channel you have plugged the gv-1 switch lead into.

Hi Craig,
Make sure you are using the Gov function in the radio correctly. You can go to my web site here http://www.ericlarsonrc.com/Heli/Equipment/FutabaGV1/FutabaGV1.htm and get the basic run down on the gov setup.
Mainly there are a few points in the MZ. First you need to select hold at the last item on the list in the Condition Select screen in the Model menu. Select the hold switch as SW-G. Again, it needs to be the last item as it will be the highest priority.
Next in the Gov screen in the Model menu INH both rate 2 and 3. Under Rate 1 you need to look at the top of the screen to see which flight condition you are in. With SW-G and SW-E in the back positions you should be in Normal mode. Now select sngl in the Group column for each condition. Then select a rate for each condition. I have Off in normal, 1750 in idle 1 and 1800 in idle 2, and off in hold.
In all cases the ACT will show ON under Rate 1
Now just make sure you have the Gov plugged in right per your servo monitor screen. Gov goes into channel 7 and the Aux goes into channel 8. This allows you to have an over ride switch that will turn off the gov in all modes. I have that switch assigned to SW-F and you do that in the function screen in the Linkage menu. If you watch the servo monitor you will see that SW-F overrides everything as it turns the gov off via channel 8. Hold and all of the other functions are handled threw the Gov menu.
There are a ton of ways you can set the gov up, but that is the right way as it is layed out in the 14MZ. The programming is there and the features are nice once you get use to using them :) Took me a few tries to get it all right. That servo monitor screen is a god send!

OK Eric. I set up my GV-1 as per your instructions here and it still doesnt work right. I have 0ff in normal mode, 1500 in idle1, 1800 in idle2, and off in hold. it all reads properly in the GV-1 but for some reason when the heli is running I switch to idle 1or2 and it acts like the gov turned off. what did I do wrong or what am I overlooking. the servo monitor shows no activity on CH8 when I go thru the idle ups. thanks for any insight. Never mind I figured out what I did wrong. thanks Craig
Need help
I did set up as per Eric recommended, here is my finding
I have off in normal mode and 1750 in idle 1(the Gov amp show r3) and 1850 in idle2 (and the Gov amp also shows r3) all in switch E.
I can not figure out why r2 not show in the amp.
My question is will it still function as it supposed to? do I still have 3 rates?
and what should I do to correct this?
Thanks

The r values really mean nothing. As long as the rpm values are correct it is working right.
