Is this one a voltage regulator also? I'm going to hook up my GY611 with S9256 which needs 4.8v only. I got this one with my Pro kit combo.

yes but your going to need a stepdown for the tail servo.

As Tom mentioned
The 2in1 will reduce a 2S Lipo Voltage down to 5.8V, this will be OK for the Rx and most servos but for your tail servo you will need another regulator between gyro and servo. A stepdown regulator you can get from align http://wattsuprc.com.au/product_detail.asp?pid=K10381A or a number of other companies, they will drop the input Voltage by about 0.7V giving about 5.1V to the tail servo.
