what is this plung in for what does it charge ?

The jack on the side of the transmitter is used for charging RECHARGEABLE batteries - probably NiMH or NiCad cells. DO NOT use a power adapter such as the one supplied in an RTF kit - this just provides raw unregulated voltage and current and will probably overheat and damage the batteries and transmitter.
This is also NOT a power plug to use the transmitter without using battery power, such as using it in a sim.
You can use a dedicated CHARGER appropriate for the type of batteries in the TX or a charging lead connected to a multi-type charger set to the proper battery type.
Be very careful to use the correct polarity on the charging plug.
