Can a LIPO charger rated for 3 cells like the Accu-Cycle Elite charge a 3S2P battery?

yeah, but you would have to charge the two 3S packs in parallel and increase charge current. i'm not sure what max charge current rating is for accu cycle but if you had two 2200mah 3S packs, it would be ideal to charge them in parallel at 4.4 amps. make sure you use a balancer of coarse.

I know with my Bantam BC8 it is recommended to only charge in series for safety reasons. I'd suggest looking through you charger instruction handbook as well.
