Is anyone using the Celpro 4s to charge the Kong Power 3s 2500mah packs I am currently charging at 1C, is it okay (meaning safe and will not decrease the battery life to a large degree) to charge at a faster rate, 2C or 3C The time it is taking to charge at 1C is killing me.

Did your Kong Power specify that it can be charge at 2C, if not better stick to 1C, otherwise you can charge at the maximum of your charger capability. For older model it's 3A and for newer model is 4A.

With a cellpro 4S, it doesn't really matter. It can only output 4A on 3S and 3A on 4S. Which means your Kong power will charge at 1.6C max regardless if you set it to 2C or 3C. It's a bit faster than 1C nonetheless, not much though.

Where did you get the "Kong Power 3s 2500 packs? BTW I have flight power batts and I charge them at1c or 0.8c. It does take a while but it fills it up to the top better and the batts will last longer. I only charge 2c if I'm at the field and want to get in the air quicker. But I prefer anything less than 1c.
