So the old TP1010 fan was screaming like a banchee. I found a fix that does not require any disassembly believe it or not.
On the fan motor sticker, which you can see through the wire fan shield, in the very center there is an indentation where the motor shaft and bushing is.
Make a small cut in the sticker in the center of the motor with an exacto knife and then put one drop of triflow in there and the fan runs super smooth and is very quiet. Make SURE it is one small drop of oil only!
The fan has what looks like a brass bushing and a plastic C clip that holds it together. One drop of light oil and your alll better. Guess it just got dry after about one year of use...
Of course I disassemble the entire charger to find that it takes no disassembly! :) Your welcome folks!
