Will someone explain to me why an ESC is not governing speed by default. I don't understand why you can run some ESC with or without governing mode on. What is the difference? What is the ESC doing when it is not governing?

When in non-gov mode, the power to the motor varies according to the throttle setting. High throttle = more power. More power means higher RPM with same pitch. So as you increase pitch, you increase throttle to maintain the RPM. Same as with internal combustion engines.
In gov mode, this is automated. The ESC changes the power to hold a given RPM.

Does the ESC in governor mode get signals back from the motor so it constantly knows the exact motor rpm?

All ESCs get signals back from the motor, it has to know the RPM and the phase angle of motor the correct pulses to operate.
In teh old days, brushless motors had snesors taht set signals back to the ESC. We now run sensorless brushless motors and ESC where the ESC measures the back voltage from the motor on the phases that are not being driven with power.
In big motors, they run on AC power and the motor only runs at one speed, based on the AC power frequency.
