Is it important to let the rotor spool down to a compleate stop before engaging it again to save the one way bearing?
Or can you land the heli and move the throthle down to 0 and move it slowly up again even if the rotor is still turning?

There is no reason to let it slow down to a stop. When I'm setting up a helicopter, I frequently land to make changes on the radio programming, and take off again as soon as I'm done. The throttle lever sometimes doesn't even make it to the bottom of it's travel, as long as the heli is firmly planted on the ground.

The OWB is under greatest stress when you spool up from zero headspeed, so with the blades turning there is less stress, it is designed to take the hammering, but the gear it is encased in might not. Therefore opening the throttle with the blades still turning should lenghten the life.

Many people spin up their blades by hand before engaing the OWB...saves the bearing...lots of torque put on that little bearing trying to start the mass of the rotor head from a dead stop.

I too will land...spool down a little and take right off again...
