New pack WAY out of balance

I just got four brand new FMA CellPro Revolution 4S packs and plugged them into my CellPro 4S charger to see what the individual cell voltages were. All of the packs had cells between 3.81 and 4.12 volts except for one pack. The cells of this pack were 3.76, 3.90, 2.93, 3.90. That's not a typo, one cell was at 2.93 volts. The charger switched into 0.5A safety charging mode.

Is this fairly normal for new packs, or is this bad enough that I should send it back?

That is not typical in my experience, with a cell below 3V I would send it back.

I agree, something is wrong with that cell.

Thanks for the replies. After several hours of charging, the pack is still seriously out of whack. I sent an email to FMA describing the situation, and they also said to send it back.

I got a pack from them like that, but mine balanced OK and has been great since.
20+ cycles
no cells were below 3.5v though
