Motor KV Rating

What does this mean? I am confused because my Blade 400 has a 420 outruner at 3800kv while my T-28 is a 480 at only 960kv.

Also, if I wanted more power would I upgrade the kv or the motor size or both?

KV= RPM per volt.

Its an "ideal rating" don't exect quite that much in practice but yes, thats what it means.
