I have a cell on a 2S pack go out so to get some use out of the other cell I want to use it for the glow ignitor pack. I have already removed the bad cell and have the other wired up. can anyone advise exactly what I need, that I can grab at radio shack, to put inline on my POS lead to reduce the voltage to 1.5 V ?

Try this out, The speadsheet jpeg lays out some calculations, Just select the glow current you want and pick the mid range resistor value. You will need to make certain that the wattage rating is sufficient also.

If you get two packs of the following resistors and set them up as described you will get a bit below 2.5 amps glow current.

Looking at Radio Shack's web site the available range is small in power resistors, but someone else will have to give you directions to another vendor in the US if you want more resistor choices.
1.0 ohm 10W 10% Wirewound Resistor (2-Pack) (http://www.radioshack.com/product/index.jsp?productId=2062290&cp=2032058.2032230.2032267&pg=1&parentPage=family) http://rsk.imageg.net/images/pixel.gif Model: 271-131 | Catalog #: 271-131

To get 1ohm at 20W you will need 4 of them, set up 2 in series and then those two sets in parallel. check the circuit jpeg.

It's not a neat setup, but it should work ok.
