A couple of questions:

What is used to bond the two materials?

Is it lighter than aluminum only or carbon only?

Personally I would like to see it larger OD tubing and just use thinner wall, that will be more rigid.

I am pretty sure it is just a carbon wrap around a aluminum boom but I could be wrong,, kind of like monokote or something,,

Yep, CF over Al. Very strong, little flex. In a crash situation you don't worry about the splintering in all CF boom and no worries about dinging or bending as in aluminum.

Easton uses the same method to make the competition arrows I use. They're called ACC (Aluminum Carbon Composite) and are extremely strong and durable. They're also a bit more than other arrows (one arrow is 12 bucks - 3 times what an aluminum only arrow costs) so I wonder if the 700 tailbooms will be a lot more.

According the the 700 interview Finless did with Andy Yu, the 600 tailbooms are also going to be offered in composite / hybrid.
