Should the blades for the rear rotor be tightened down with no movement or leave loose?

You'll probably get any number of opinions on this, but my opinion is that they should be left loose. At their normal RPM, there's plenty of centripetal force to keep them extended and it you should happen to touch the tail rotor on the ground while it's spun up, having the blades loose will help absorb some of the impact.
