Option 2 looks most sensible to me.. power to the BEC (and Rx) before you allow any power to get to the ESC and motor....
With option 1 you are trusting the ESC to not do anything unexpected with the motor before you power on the Rx. Depending on that ESC that could be risky.

I figured Option two would be safest. An external bec is new to me so I had to get the freak knowlege base to get to the right answer.

Your Esc will not initialize if there's no signal. So it doesn't make sense to power on an Esc before powering the receiver.
Why do you use hold for your power-up? I'm using (for throttle) a flat 0 in normal, a U-shaped throttle curve in idle1 and flat 100 in idle2. I'm flying with throttle curve, a fixed value would be used for governor mode in idle1... switching to hold is just one more thing you could forget, at least my transmitter screams if I'm not in normal when switching my transmitter on. So I know that everything is fine.
Another thing I hear quit often is to put the throttle channel on a switch or slider. That doesn't make sense and is dangerous. That's something one would use for a nitro machines... but not for electric.
