I couldn't tighten those screws of the frame that holds the tail boom. Is that how it is designed or the screw thread of the frame is spoil?

No it is not designed that way - you should be able to tighten them up to fully lock the boom to give you your desired belt tightness. It will probably not be all 4 screws, so you could just use slightly bigger diameter screw on the one which will not grip.

The screws should go tight, but this does not always mean that the frame will be tightly clamped on your boom. I have had experience of no matter how tight I made the screws the boom remained slightly loose and would slowly move, thereby loosening the belt. I found a very simple solution was to put a single wrap of sellotape around the end of the boom and then cut a notch where it is slotted for the key in the frame.
If you have already stripped the frame, by trying to overtighten them, you will also need to find some different screws, slightly larger or perhaps a different thread, or get a new frame. A new frame isn't too expensive, but it does mean quite a lot of work to perform the disassembly and re-assembly.

What I did is:
adjust the belt to the right tention.
put a small screw through the bottom of the boom holder and the boom.
a permanent fix

Or drill through the stripped hole and replace with a bolt nut and washers to suit.
