is charging less than 1c harmful to batteries in any way? Like if I had a 5000mAh lipo and charged it at 4 amps instead of 5. And would the battery charge to its fullest capacity?

no problems at all. the charge will just take longer.

However, charging at less than 1C has no discernable effect on long-term cycle life versus charging at 1C.
