Hyperion 0606i AC/DC Balancer

Can this unit balance my batteries without applying any charge to them? Ive had this one for a while now and I cant seem to get it to work that way. Granted, the sheet of paper they call the manual is very lacking. Would also like t know if the straight DC model of the 0606i can do it..

Also, can someone show me how to chage the charge rate for lipos?

Got this charger yesterday and I want to know as well if I can charge my lipos at a lower rate than the auto rate in Amps as the charger only let me choose the capacity and cell number...
