How do I ungroup the end points so I can have channel 10 setup for different end points across the different flight conditions (normal,idle, etc)
In addition is there anyway of changing the minumim enpoint values to less than 30%?

You can't ungroup since ATVs apply globally to a model. Regarding the 30%, change "limit" not "travel" (although I can't fathom why you'd need to do something like that).

The revlock is setup on a remote channel which requires a differnet ATV to set the headspeed, say channel 7. For some reason the ATV of that channel needs to be 18-50% to be able to set the headspeed from the whole range of the Revlock (CSM now knows about this)
On my 9Z being that the ATV on channel 7 was set differently across flight conditions, my governor would then change head speed when the idle modes were activated.
Hope this makes more sense now :)

Just use AFR insread of ATV and all will be the same as it was.
