Unbalance Lipo

After every flight, most of my 2cell Lipo (http://www.rcuniverse.com/buynow/keywordclick.cfm?bid_id=6083) are off balance. Each cell on that Lipo have a difference of 0.2-0.4v, even after cool down. Bad Lipo causing this?

When I use my Thunder Power (http://www.rcuniverse.com/buynow/keywordclick.cfm?bid_id=348) (TP-610C) charger, after a full charge, some Lipo have difference of 0.2-0.3v between cells. All this cause by bad Lipo or something else is wrong?

providing you havent got you decimal place wrong, a 0.2 - 0.4V difference is a serious difference, and I would be careful with those packs. plug them into the balancer only to let them even out as best they can.

My charger can't just charge thru the balancer.
