This is wierd, I hit throttle hold, the motor does not stop but spins slowly. I then open TH then close it again then it stops. I think this morning when I let it sit long it stops eventually. Is this some sort of brake? I noticed it happening after installing the new JGF motor.

Is your "hold" curve in the TX set all the way down to zero, or -zero?

Check your throttle trim. Throttle trim should be set all the way down. You most likely are able to put your hand on the button and stop the blades without them starting to turn again because of the throttle trim. Once stopped, the trim slider is not providing enough current to provide the torque required to start the blades swinging again.
