Stratus with a Tempest head.......Normal?

Can anybody enlighten me.....Please.

Is there a reason for changing the supplied Stratus head to a tempest head.

ALSO.....

Is there a newer Tempest head block, (the original had four allen bolts holding the actual head on to the block), if there is when was it revised?
