Looking at HV servos for my 500, if I run those it has to be on 6V, right ? But I have a JR8900 runs at 4.8 I think. What are my options to make things work here ?

HV servos are for 2S Lipo (8.4V max) not many (if any) options in the mini size for a 500. Lots of servos that run on 6V though, most of them do these days.

I can use a step down for the Jr 8900 servo, will this do the job ?

Yep, AFAIK the 8900 is an excellent tail servo
